About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Effie Road Repairs project (Solicitation No. 2025-932) located in Itasca and Koochiching Counties, with specific work to be performed in Houston County. The procurement involves road maintenance tasks including replacing three state-supplied 15" culverts, loading and spreading 36 cubic yards of Class 5 gravel (12 cubic yards per culvert) on South Lofgren, Holmstrom Spur, and Caldwell Forest Roads, conducting one culvert cleaning on the Cut Foot Forest Road, and performing 100 feet of ditching on the South Lofgren Forest Road. Contractors must provide all necessary labor, equipment, materials, tools, and transportation to complete the project. The bid submission period runs from May 5, 2025, to May 16, 2025, with all work to be completed by August 31, 2025. Evaluation criteria include compliance with specifications, unit pricing that encompasses all project costs, and the ability to meet technical requirements outlined in the equipment specifications document. All bids must be submitted electronically through the Swift Portal, with no email or fax submissions accepted.
The solicitation includes provisions for small business participation and potential preferences for veteran-owned businesses and those from economically disadvantaged counties. While no specific set-aside percentages are explicitly stated, the DNR demonstrates an interest in diverse contractor participation. Contractors must comply with prevailing wage statutes for Highway and Heavy construction in Minnesota and provide proof of insurance. The state reserves the right to award items separately or by grouping, with the contract being awarded to the lowest responsible vendor meeting all specifications. Although a specific budget range is not provided, the comprehensive nature of the project suggests a moderate-scale infrastructure maintenance contract. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The state will supply Class 5 gravel from the Tower Pit Northeast of Effie, indicating some material provision to support the project's successful completion.
