About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a public infrastructure project involving the removal and replacement of 9,300 square feet of broken asphalt in the parking lot of the Dove Island Public Water Access, located in Koochiching County. The project, identified as 2025-190, requires contractors to provide all labor, equipment, materials, tools, transportation, and incidentals necessary to complete the asphalt replacement. Qualified contractors must have substantially completed at least one $25,000 or greater contract installing bituminous parking lots, roads, or trails since August 2020. Responses must be submitted electronically through the Swift Portal by September 25, 2024, at 2:00 PM, with award to be made to the lowest responsible vendor meeting all specifications and terms and conditions. The DNR will be the determining factor in evaluating vendor compliance, and contractors are required to visit the project site prior to submitting a bid, obtain necessary permits, and complete the work by June 30, 2025.

The solicitation includes provisions for first-tier subcontractors, with requirements for vendors to list subcontractors and indicate if they are Targeted Group Businesses, Economically Disadvantaged Businesses, or Veteran-Owned Businesses. A 5% surety bond is required, which will be forfeited if the awarded bidder fails to enter into the contract and provide the required performance bond. The state provides preferences for certified small businesses majority-owned and operated by veterans and those meeting the definition of a "Resident Vendor." Contractors must comply with Minnesota's Responsible Contractor law and provide payroll records to verify prevailing wage payments. While specific budget ranges are not explicitly stated, the project involves replacing 9,300 square feet of asphalt, which suggests a moderate-scale infrastructure investment. The State reserves the right to reject all bids or cancel the solicitation if deemed in the state's best interest, maintaining flexibility in the procurement process.
