About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a woody removal project at the Coyour Memorial Wildlife Management Area in Otter Tail County. The procurement involves comprehensive removal of trees and shrubs across 38 acres, including complete labor, equipment, materials, tools, transportation, and herbicide application for stump treatment. Bidders must submit electronic responses through the Swift Portal by June 20, 2024, at 2:00 PM, with project completion required between November 18, 2024, and April 30, 2025. Vendor qualifications include having substantially completed at least one similar woody removal project as a prime contractor since April 2021, with no contract terminations for cause or significant OSHA violations in the past 36 months. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with project supervisors Sarah Kvidt and Adam Kleinschmidt available for potential questions. Contractors are encouraged to visit the site with at least three days' advance notice and must include all associated costs in their unit pricing, including labor, materials, transportation, equipment, and applicable taxes.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises, though the bid documents do include questions related to diversity and inclusion qualifications. Subcontracting is permitted, and vendors may claim Resident Vendor or Veteran-Owned Small Business preferences. The RFB allows for flexible award methods, with the state reserving the right to award items separately, by grouping items, or by total, depending on what is most advantageous. No specific budget range or award value is stated in the documents. Insurance requirements are part of the submission process, and all responses will be evaluated based on compliance with solicitation terms. The direct pay permit 1114 does not apply to this project, and the DNR will be the final determiner of whether vendors meet the specified requirements. Contractors needing assistance with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
