About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the 2024-840 Cloquet Area Wild Valley Buckthorn Control project in Carlton County. The procurement involves chemically treating and hand cutting invasive buckthorn on 86 acres of state-administered land in the Cloquet Forestry Area. Contractors must provide all necessary labor, equipment, materials, tools, transportation, and incidentals, with chemical treatment to be performed exclusively by hand/wand herbicide application. Key objectives include eliminating invasive buckthorn and restoring native vegetation in the specified area. Qualified vendors must submit electronic responses through the SWIFT Portal by May 30, 2024, at 2:00 PM, with no email or faxed submissions accepted. Interested bidders can arrange a site visit by contacting Project Supervisor Benjamin Becker at 218-878-5644. The contract will be awarded to the lowest responsible vendor meeting all specifications and terms, with work prohibited from commencing before June 28, 2024, and required to be completed by June 30, 2025.

The procurement does not specify any specific set-aside designations or restrictions on respondent types, though the solicitation notes that Targeted Group, Economically Disadvantaged, Veteran-Owned, and Individual preferences will apply as allowed by law. No incumbent vendors or current contractors are mentioned in the documents. The State reserves the right to award the contract separately, by grouping items, or by total amount, whichever is most advantageous. Pricing must comprehensively include all associated costs such as labor, materials, transportation, equipment, sales tax, and use tax. The Direct Pay Permit 1114 explicitly does not apply to this project. While no specific budget range is provided, the unit pricing structure suggests vendors should prepare comprehensive, competitive proposals that cover all aspects of the buckthorn control project. The State maintains sole discretion in evaluating vendor responsiveness and reserves the right to reject any non-compliant submissions.
