About this opportunity
The Minnesota Department of Natural Resources is soliciting bids for winter grooming of seven sections of the C.J. Ramstad North Shore State Trail under solicitation 2027-373, with bids due November 20, 2026. Each trail section is awarded separately to the responsible bidder meeting all qualifications with the lowest sum total bid for that section.
Scope covers labor, equipment, materials, tools, transportation, fuel, lubrication, and incidentals needed to complete grooming. The grooming schedule depends on trail conditions, weather, and budgetary considerations, and the DNR project supervisor may alter it to meet maintenance needs. Unit prices must include all costs, including sales tax and use tax. Direct Pay Permit 1114 does not apply. DNR determines whether each vendor meets specifications, and nonresponsive responses are rejected. Award goes to the lowest responsible vendor meeting specifications and all terms and conditions. The state reserves the right to award items separately, by grouping items, or by total.
Responses must be submitted electronically through the Swift Portal. Email and fax submissions are not accepted, and responding to an outdated event version may result in rejection. Bidders must review and comply with all attached documents. Site visits are arranged through Project Supervisor Josh Nordstrom at 218-834-1433. Registration and response help is available from the Contractor Assistance Help Desk at 651-201-8100, Option 1. Questions go to the buyer listed in the event.
