About this opportunity
The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for buckthorn removal at the Cedar Rock Scientific and Natural Area (SNA) located in Redwood County. The procurement solicits a contractor to perform labor, equipment, and herbicide application to eliminate undesirable trees and brush across approximately 35 acres of prairie, wetland, and rock outcrop terrain. Bidders must submit responses electronically through the Swift Portal by October 22, 2024, with the project requiring substantial completion by September 5, 2025, and final completion by September 15, 2025. To qualify, contractors must have completed at least one written contract for large-scale tree removal since October 1, 2018, with a minimum contract value of $10,000. Evaluation criteria include lowest responsible vendor meeting all specifications, with the DNR reserving the right to award items separately or by total group. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and all questions should be directed to the project manager, Brad Bolduan, who can be reached at 507-832-6041.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises, though vendors are required to declare their business status, including potential resident vendor or veteran-owned small business classifications. No incumbent vendors are mentioned in the documentation, and the procurement appears open to qualified contractors meeting the specified experience requirements. While a specific budget range is not provided, the RFB requires unit pricing that includes all associated costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax necessary for project completion. The DNR will make the final determination on vendor qualification and specification compliance, with the contract being awarded to the lowest responsible bidder. Contractors must also comply with workforce certification, affirmative action, and equal pay certification requirements, and adhere to pollinator best management practices and invasive species prevention regulations throughout the project execution.
