About this opportunity
The Minnesota Department of Natural Resources is requesting bids for on-call septic service at Cascade River State Park through April 30, 2028, with responses due August 18, 2026 at 2:00 p.m. CDT. Targeted group, economically disadvantaged, and veteran-owned businesses receive a 12% preference in point scoring; DEED/DHS eligible providers receive 6% preference. Minnesota resident vendors may claim preferential status if they meet statutory requirements.
The scope encompasses septic tank pumping (approximately 15,600 gallons annually, primarily two pumps monthly May through October from the sanitation building), holding tank pumping (7,800 gallons annually), vault toilet pumping (approximately 16 units, estimated once every two months during the May to October season), and emergency call-out services (estimated two calls annually). All work includes labor, equipment, materials, tools, transportation, permits, off-site disposal, and incidentals. Contractors must hold a current Minnesota Pollution Control Agency Subsurface Sewage Treatment Systems (SSTS) License and provide proof of licensure with their bid response. No subcontracting is permitted. Equipment must meet pollution control standards, and the contractor must respond to service requests within 48 hours (or 24 hours for emergency requests).
Bidders must submit unit prices per gallon for septic and holding tank pumping, per unit for vault toilet pumping events, and per event for emergency call-outs, with all prices including labor, materials, tools, transportation, equipment, sales tax, use tax, and all other completion costs. The State's Direct Payment Permit does not apply. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions; the State reserves the right to award items separately, by grouping, or by total as deemed most advantageous.
All responses must be submitted electronically through the Swift Portal; no email or faxed responses are accepted. Questions are due August 13, 2026. Site visits may be arranged by contacting Project Supervisor Erin Turner-Garza at 218-387-6003 or erin.turner-garza@state.mn.us. The service location is Cascade River State Park, 3481 West Highway 61, Lutsen, Minnesota.
