About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for bi-weekly garbage and recycling services at the Carlos Avery DNR offices in Anoka County. The Request for Bid (RFB) requires contractors to provide all necessary labor, equipment, materials, tools, and transportation to manage waste services. Specific requirements include servicing 4-cubic yard and 6-cubic yard garbage containers and 2-cubic yard recycling containers at the main Carlos Avery office and the Zodiac office building. The procurement seeks a contractor who can handle waste disposal in compliance with local regulations, with the DNR serving as the final determinant of specification compliance. Bid submissions are exclusively electronic through the Swift Portal, with a strict deadline of September 27, 2024. The contract term is set for November 1, 2024 to November 1, 2026, with potential for renewal. Evaluation criteria include lowest responsible vendor meeting all specifications and terms, with the state reserving the right to award items separately or in groups based on maximum advantage.
The RFB includes preferences for veteran-owned small businesses and those certified under the state's Small Business Procurement Program, potentially offering advantages to qualifying vendors. The bid requires inclusion of a 17% Minnesota Solid Waste Fee in pricing, and contractors must maintain appropriate insurance coverage. Unit pricing must comprehensively cover all associated costs, including labor, materials, transportation, equipment, sales tax, and incidental expenses. While no specific budget range is explicitly stated, the comprehensive nature of the service requirements suggests a moderate-value contract for waste management services. Contractors experiencing difficulties with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, for support. The DNR emphasizes that failure to respond to the latest event version or non-compliance with solicitation requirements may result in bid rejection, highlighting the importance of careful, precise bidding.
