About this opportunity

The Minnesota Department of Natural Resources is conducting a competitive sealed bid procurement (RFB 2026-620) for woody removal and prairie habitat restoration services at two Native Prairie Bank sites located in Houston County. The project encompasses approximately 2.4 acres at the Brownsville Native Prairie Bank and approximately 4.5 acres at the Caledonia Native Prairie Bank. Contractors must provide all labor, equipment, materials, tools, herbicide, transportation, and incidentals necessary to remove trees and woody vegetation that are not characteristic to the prairie ecosystem. The contract requires comprehensive restoration work to restore bluff prairie habitat, with unit pricing that must include all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes. All responses must be submitted electronically through the Swift Portal by February 24, 2026, with the posted date of February 10, 2026, providing a fourteen-day bidding window. The State will award the contract to the lowest responsible vendor meeting all specifications, terms, and conditions as detailed in the attached specifications document, and reserves the right to award items separately, by grouping, or by total as deemed most advantageous to the State.

The solicitation documents do not indicate specific set-aside designations or restrictions limiting participation to disadvantaged enterprises or particular organization types, suggesting the procurement is open to all qualified vendors capable of meeting the technical specifications. No incumbent vendors or current contractors are identified in the available procurement information. The specification and requirements documents, including the 2MB specifications file (2026-620_Specifications.pdf), contain detailed technical requirements that all bidders must review and comply with to avoid rejection as nonresponsive. Contractors requiring assistance with Swift Portal registration or response completion may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The procurement documents provided do not include a specific budget range or estimated award value for this habitat restoration project.
