About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Blue Mounds Campground Road Culvert Replacement project located within Blue Mounds State Park. This Request for Bid (RFB) requires a contractor to excavate, remove, and replace an existing culvert on Campground Road, with the new culvert to be provided by the DNR. The project scope includes Gopher State One Call, obtaining necessary permits, mobilization, labor, equipment, materials, fill, aggregate, tools, transportation, and disposal of existing infrastructure. Contractors must submit their electronic bids through the Swift Portal by September 24, 2024, with a mandatory project completion timeline of 5 calendar days between October 22 and November 20, 2024. Site visits can be arranged by contacting Project Manager Chris Ingebretsen at 507-283-6053. The DNR will award the contract to the lowest responsible vendor who meets all specifications and terms, with the bid evaluation focusing on compliance with technical requirements and overall project specifications. Contractors must provide a comprehensive lump sum bid that includes all associated costs, and they are required to comply with prevailing wage requirements and other regulatory standards.
The solicitation does not explicitly limit participation to specific enterprise types, but it suggests potential preferences for small businesses, veteran-owned small businesses, and businesses located in economically disadvantaged counties. No incumbent vendor is identified in the documentation. While no specific budget range is provided, the contract will be awarded on a lump sum basis upon full completion and acceptance by the Project Supervisor. Contractors must complete a Contractor Detail Verification form, which requires information about trades, subcontractor usage, and workers' compensation insurance status. The DNR reserves the right to make supplemental contract changes if mutually agreed upon and can award items separately or by total grouping to maximize state interests. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Notably, the project does not apply to Direct Pay Permit 1114, and all bid responses that do not fully comply with solicitation requirements will be considered non-responsive and summarily rejected.
