About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Black River Bridge BR01398 Repair project, located near Loman in Koochiching County, through a Request for Bid (RFB) process. The procurement involves the removal of existing rail posts, their disposal, and the attachment of 20 new rail posts on the Black River Bridge. The DNR will provide Douglas Fir Dense Select Structural timber and galvanized hardware per MNDOT specifications, while the contractor is responsible for all labor, equipment, non-state supplied materials, tools, and transportation. Work cannot commence before February 28, 2025, and must be substantially complete by June 21, 2025, with final completion by June 30, 2025. The bridge must remain passable for heavy truck traffic during timber harvest season between December 15th and the start of MNDOT spring load restrictions. Bids must be submitted electronically through the Swift Portal by January 28, 2025 at 2:00 PM, with potential bidders encouraged to contact project manager Nicholas Riley at 218-888-9055 for a site visit. The contract will be awarded to the lowest responsible vendor meeting all specifications and terms, with evaluation criteria focusing on compliance, pricing, and ability to meet technical requirements.
The procurement includes provisions for veteran-owned small business preference of 12% on state procurement up to $2,000,000 of the solicitation response. Contractors must be registered with the Department of Labor and Industry (DLI) prior to receiving a contract award, as per Minn. Stat. 326B.701. The RFB includes an Attachment A First-Tier Subcontractors List, which requires bidders to list all first-tier subcontractors and certify their compliance with responsible contractor criteria. Subcontractors can qualify as Targeted Group Businesses, Economically Disadvantaged Businesses, or Veteran-Owned Businesses. While a specific budget range is not explicitly stated, the project involves technical bridge repair work with specific requirements for post installation, including field drilling, copper naphthenate treatment of cut ends and holes, and precise bolt installation procedures. Prompt payment discounts are available, offering 1-3% discounts for payment within 10-30 days, which may provide additional financial incentives for contractors. The procurement does not specify an incumbent vendor and appears to be a new repair project for the Black River Bridge.
