About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for a specialized asphalt sealing project at tanker bases in Bemidji and Brainerd. The procurement requires a contractor to provide comprehensive services including labor, mobilization, equipment, materials, site preparation, and specialized crack sealing for tarmac surfaces with cracks up to 1.5 inches wide. Bidders must submit electronic responses through the Swift Portal by September 19, 2024, at 2:00 PM, with a site visit available by contacting Project Supervisor Dan Olds at 218-969-9165. Contractors must demonstrate prior experience by having completed at least one verifiable airport crack sealing contract valued at $50,000 or more since January 1, 2020. The evaluation criteria emphasize selecting the lowest responsible vendor meeting all specifications, with the DNR reserving the right to award items separately or by total project scope. Contractors must include all associated costs in their unit pricing, including labor, materials, transportation, equipment, sales tax, and use tax.
The solicitation includes provisions for preferences for Minnesota Resident Vendors and certified Veteran-Owned Small Businesses, with a focus on diversity and inclusion in procurement. Subcontractors are only permitted if the total contract response exceeds $50,000, and in such cases, a completed Attachment A form detailing first-tier subcontractors is required. The contract includes provisions for targeted group, economically disadvantaged, and veteran-owned business participation, with contractors required to submit payroll records and comply with prevailing wage requirements. A solicitation security in the form of a surety bond or certified check is mandatory for responses over $50,000, with the bond amount set at 5% of the bid. While specific budget ranges are not explicitly stated, the project must be completed by October 15, 2024, and contractors must demonstrate financial stability and the ability to meet all contractual obligations, including performance bonding and insurance requirements.
