About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for forest road grading services in the Bemidji Forestry Area for calendar years 2025 and 2026 through Request for Bid (RFB) Solicitation #2025-734. The procurement covers approximately 291 miles of sand and gravel roads across Beltrami, Itasca, and Koochiching Counties, with an estimated 10 hours of maintenance work. Contractors must provide a motor grader with a minimum of 100 net horsepower and a 12-foot blade, operated by an individual with at least two years of grading experience. The roads are 14'-18' wide and designed for 25 MPH logging and recreational traffic, requiring two-pass grading on an as-needed basis. Bidders must submit comprehensive unit pricing that includes all costs for labor, materials, equipment, transportation, and taxes through the SWIFT Portal by April 10, 2025. Evaluation will focus on the lowest responsible vendor meeting all specifications, with the contract period running from May 1, 2025, to December 15, 2026. Interested vendors can contact Project Supervisor Nick Severson at 218-766-5990 for a site visit and additional information.
The DNR emphasizes diversity and inclusion, potentially offering preferences for Minnesota-based small businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. While no specific set-aside percentages are mentioned, the procurement appears open to various business types with appropriate qualifications. The contract does not guarantee a minimum number of miles or hours, indicating potential variability in work volume. No incumbent vendor information is provided in the documentation. The bid requires vendors to complete an Equipment and Operator Experience Form detailing specific equipment specifications and operator qualifications. While an exact budget range is not specified, the procurement covers two calendar years of road grading services with estimated work volumes of approximately 291 miles and 10 maintenance hours. Vendors must provide proof of insurance and comply with all terms and conditions, with the state reserving the right to award items separately or by grouping to maximize advantageousness.
