About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the 2025-351 Beltrami Island Culvert Replacement project located in Lake County. The procurement involves removing and replacing two existing culverts within the Beltrami Island State Forest, with the state providing replacement culverts and gravel materials. Contractors are required to perform all labor, equipment mobilization, dirt work, and associated tasks necessary for culvert removal, hauling, and new installation. Bidders must submit electronic responses through the Swift Portal by November 19, 2024, at 2:00 PM, with site visits available by contacting Project Supervisor Nick Abel at 218-395-6039. The evaluation criteria prioritize the lowest responsible vendor meeting all specifications and contract terms, with the state reserving the right to award items separately or by total grouping. Contractors must include comprehensive unit pricing covering labor, materials, tools, transportation, equipment, sales tax, and all project-related expenses. Technical qualifications include the ability to handle heavy equipment, perform precise culvert installation, and comply with DNR's technical specifications outlined in the attached project documents.

The procurement appears to have a potential 12% veteran-owned small business preference, though no explicit set-aside is definitively stated. Contractors must complete a Contractor Detail Verification form documenting their workforce composition, subcontractor usage, and workers' compensation insurance status. While no specific incumbent vendors are mentioned, the contract requires vendors to acknowledge compliance with responder declarations, special terms, and conditions. Subcontracting is permitted but must be disclosed, and contractors must adhere to prevailing wage requirements. Though no precise budget range is specified, the project involves comprehensive culvert replacement infrastructure work within a state forest setting. Interested bidders needing registration or submission assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The project is scheduled for completion by June 15, 2025, with the DNR serving as the final arbiter of vendor specification compliance.
