About this opportunity

The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for weekly garbage and recycling services at Afton State Park in Washington County. The procurement seeks a contractor to provide all necessary labor, equipment, materials, tools, transportation, and incidentals for waste management services. Specifically, the contract requires bidding on 4 and 6 cubic yard garbage containers and 6 cubic yard co-mingled recycling containers, with services scheduled to begin August 1, 2024, and conclude June 30, 2026. All responses must be submitted electronically through the Swift Portal by July 12, 2024, with no email or fax submissions accepted. The evaluation criteria will focus on identifying the lowest responsible vendor who meets all specifications and contract terms, with the State reserving the right to award items separately or in total based on what is most advantageous. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and all questions should be directed to the buyer listed in the event documentation.

The RFB includes specific provisions for targeted business categories, with opportunities for Targeted Group, Economically Disadvantaged, Veteran-Owned, and Individual business preferences in accordance with Minnesota statutes. Bidders claiming Resident Vendor status or Veteran-Owned Small Business Preference must provide required documentation. The solicitation includes a 17% Minnesota Solid Waste Fee and a 35% Washington County Environmental Charge, which should be incorporated into pricing. While no specific budget range is explicitly stated, the unit pricing must comprehensively cover all associated costs including labor, materials, tools, transportation, equipment, and applicable taxes. A Direct Pay Permit 1114 does not apply to this project, and the DNR will be the final arbiter of whether vendors meet the specified requirements. Interested contractors are encouraged to carefully review all attachments and comply with all event specifications to avoid potential bid rejection.
