About this opportunity
The Minnesota Department of Natural Resources is requesting bids for bud capping and pruning labor, equipment, materials, and transportation across 95 tracts totaling approximately 2,226.1 acres of state forestland in the Northeast Region during late summer and early fall 2026, with bids due August 11, 2026 at 2:00 PM and a completion deadline of October 30, 2026.
The solicitation divides work into eight separate bid groups (A–G and W) covering Aitkin, Carlton, Cook, Itasca, Koochiching, Lake, and St. Louis Counties. Each bid group is awarded independently; bidders may bid on one, some, or all groups. Responses must include all tracts within each selected bid group; incomplete bid groups will be rejected. Unit pricing must be all-inclusive of labor, materials, tools, transportation, equipment, applicable taxes, and all other costs necessary for completion. Evaluation is on a dollar-per-acre basis only, with awards to the lowest responsible bidder meeting all specifications.
Minnesota resident vendors may claim resident vendor status for tied-bid resolution or reciprocal preference. The solicitation encourages participation from small businesses and minority and women-owned businesses certified under Minnesota's Small Business Procurement Program.
Mandatory submissions include a completed Excel-formatted price schedule, a Prime Contractor Response Qualification Form (disqualifying any respondent with a default or cause-for-termination finding within the preceding 36 months), and a Workforce and Equal Pay Declaration form as required by the Minnesota Department of Human Rights. Questions are due August 6, 2026. Site visits may be arranged by contacting Project Supervisor Ryan Newman at 218-328-8898. All responses must be submitted electronically through the SWIFT Supplier Portal; email or fax submissions will be rejected.
Work cannot commence before September 15, 2026 or receipt of Notice to Proceed, whichever is later (with an October 8 start date for hardwood bud capping). Contractors must maintain Commercial Automobile Liability Insurance with minimum limits of $1,000,000 per occurrence and Workers' Compensation Insurance per Minnesota statutory requirements. Quality standards are enforced through plot sampling with penalties of 2% of bid price per acre for every 1% below the required 5% variance in number of treated trees. The contract does not qualify for Direct Pay Permit 1114.
