About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking a qualified contractor to perform aerial seeding by helicopter across approximately 2,098 acres on 53 sites in Northern Minnesota, spanning multiple counties including Aitkin, Itasca, Koochiching, Pine, Roseau, and St. Louis. The project involves distributing black spruce, tamarack, and potentially jack pine seeds using a helicopter equipped with an Isolair, Simplex, or similar seed-distributing mechanism capable of uniformly spreading one or two pounds of tree seed per acre. Contractor qualifications include a commercially certified pilot with a minimum of 50 hours of forest management flight experience and 500 total hours as pilot-in-command in rotor-wing aircraft. The procurement is a Request for Bid (RFB) with a strict electronic submission requirement through the Swift Portal, with bids due by March 25, 2025, and project completion scheduled between April 15, 2025, and May 31, 2025. Evaluation criteria focus on the lowest responsible vendor meeting all specifications, with DNR reserving the right to award items separately or by total, whichever is most advantageous to the state.

The solicitation includes provisions for Minnesota Resident Vendor preference and a Veteran-Owned Small Business preference, potentially offering up to a 12% preference for certified veteran-owned businesses. Small business status may provide additional considerations during evaluation. Bidders must be registered in the system, provide proof of insurance, and include comprehensive pricing that covers all associated costs including labor, materials, tools, transportation, equipment, and taxes. While no specific budget range is explicitly stated, the project involves seeding across 2,098 acres, suggesting a substantial contract value. The DNR emphasizes operational safety, environmental considerations, and compliance with diversity and non-discrimination requirements. Contractors requiring assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and must be prepared to provide detailed GPS tracking and adhere to pollinator best management practices throughout the aerial seeding operation.
