About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for invasive species treatment within the Miller Creek Aquatic Management Area (AMA) in Wabasha County. The procurement involves labor, equipment, materials, and herbicides necessary to remove and chemically treat buckthorn and exotic honeysuckle across approximately 26.59 acres. The project is structured as a two-year treatment plan, with the first year serving as an initial treatment and the second year dedicated to follow-up treatment of re-sprouts and surviving plants. Bidders must attend a mandatory pre-bid meeting on May 22, 2024, at 11:00 AM at the east end of the AMA in Lake City, MN, and submit electronic responses through the Swift Portal by May 29, 2024. Vendor qualifications include having completed at least one verifiable contract since August 2021 for hand cutting and chemical treatment of woody invasive vegetation with a value of $25,000 or more. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with unit prices expected to include all associated costs such as labor, materials, transportation, equipment, and applicable taxes.

The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, though it does mention potential considerations for veteran-owned small businesses and resident vendors. Vendors must provide names and license numbers of herbicide applicators and demonstrate they have not been found in default or had a contract terminated for cause in the past 36 months. While a specific budget range is not detailed, the project's scope suggests a contract value likely between $25,000 and $50,000, depending on treatment complexity and herbicide requirements. The contract term is scheduled from October 20, 2024, through November 1, 2025, covering the two-year treatment period. Bidders are required to comply with invasive species prevention protocols, pollinator best management practices, and specific guidelines for handling hazardous materials and pesticides. Payment will be based on total acres of completed and DNR-accepted treatment areas.
