About this opportunity
The State of Minnesota Department of Natural Resources (DNR) is issuing a Request for Bid (RFB) for the procurement of 24 Polywood Main Street Stacking Dining Arm Chairs in Deep Kona Brown color for installation at Itasca State Park's Bear Paw Rental Cabins in Park Rapids, Minnesota. The specified product features an arm height of 24.9 inches, black powder-coated aluminum frames, marine-grade hardware, UV inhibitors, stabilizers, and a three-year commercial warranty, with DNR-approved equivalents acceptable if the primary product is unavailable. All deliverables must be shipped via ground transportation to DNR Itasca State Park at 36750 Main Park Drive, Park Rapids, Minnesota 56470-9722, with delivery required by May 5, 2026, or within three weeks of purchase order receipt, whichever is sooner. Bidders must submit responses electronically through the SWIFT portal between April 22, 2026 at 2:00 PM and April 30, 2026 at 3:00 PM Central Time, with all questions directed to Valerie Fellows at valerie.fellows@state.mn.us or 218-328-8956 by April 28, 2026 at 2:00 PM. Bid prices must be entered directly into the SWIFT system at the unit line level in US dollars and include all costs for freight, materials, manuals, and warranty on a per-unit basis with FOB Destination prepaid terms. The DNR will issue only one purchase order per vendor, make payment only after all items have been received and approved under Net 30 terms, and retains the right to inspect products prior to delivery and reject any items that do not meet specifications or quality standards.
The State of Minnesota offers a 12 percent bid preference for certified targeted group, economically disadvantaged, and veteran-owned businesses, and a 6 percent preference for eligible DEED/DHS providers. All bidders must be registered in the state's procurement system and must complete mandatory certifications including responder declarations, non-collusion agreements, and organizational conflicts of interest disclosures; if a bidder is selected for award, the vendor must register as a supplier by providing additional information subject to State verification before the purchase order can be processed. Bidders must submit a dated Manufacturer's Original Equipment Manufacturer (OEM) Price List or Dealer's Price List alongside their response, and all materials must comply with Minnesota IT Services accessibility requirements and state prohibitions on triclosan, coal tar, polybrominated diphenyl ethers, and intentionally added PFAS under Amara's Law effective January 1, 2025. Responder offers remain firm for 90 days following submission, and the anticipated contract term runs from May 1, 2026 through June 30, 2026 with the right to increase or decrease quantities through June 30, 2026. The estimated total dollar value of the contract is between $100.00 and $15,000.00, though these figures are not construed as minimum or maximum amounts, and no insurance is required per the contract specifications.
