About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for a prescribed rotational goat grazing project at Myre-Big Island State Park in Freeborn County. The procurement seeks a contractor to deploy 80-120 meat goats (specifically Boer, Boer-cross, Spanish, Savanna, or Kiko breeds) to reduce woody shrub density in oak savanna and oak woodland communities. The project requires grazing across three paddocks from May 15, 2025, to October 15, 2025, with all work to be completed by October 31, 2025. Key deliverables include installing and maintaining electric fencing, providing water, monitoring the herd, and implementing a rotational grazing system with an estimated 126 total grazing days. Bidders must submit comprehensive pricing for mobilization, paddock setup, daily grazing rates, and a final grazing report. The solicitation requires electronic submission through the Swift Portal between February 28, 2025, and March 19, 2025, with all responses subject to DNR specification review. Evaluation criteria focus on selecting the lowest responsible vendor meeting all project specifications and environmental restoration objectives.
The contract appears open to various vendors, with opportunities for Minnesota Resident Vendor status and Veteran-Owned Small Business preference. Contractors must meet specific qualifications, including workforce certification, equal pay certification, and comprehensive insurance requirements. While no specific budget range is explicitly stated, unit prices must encompass all associated costs including labor, materials, transportation, equipment, sales tax, and use tax. Bidders needing assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, for registration and submission support. The DNR reserves the right to award items separately or by total, prioritizing the most advantageous option for the state. Bidders must comply with pollinator best management practices and invasive species prevention guidelines. Prompt payment discounts are available, and the contract will be awarded to the vendor demonstrating the most comprehensive and cost-effective approach to the ecological restoration project.
