About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a two-year garbage service contract for the Lac qui Parle State Park and Co-Located Office, covering the period from May 1, 2024 to April 30, 2026. The procurement involves providing dumpsters/containers, loading, hauling, and disposing of garbage from two specific locations, with an estimated 72 pickups per year at the state park and 24 pickups per year at the DNR office. Bidders must submit proposals electronically through the SWIFT Portal by April 16, 2024, with a recommended site visit prior to bidding. The award will be made to the lowest responsible vendor meeting all specifications and terms, with the State reserving the right to award items separately or by total. Evaluation criteria include compliance with the solicitation requirements, pricing that includes all associated costs (labor, materials, transportation, equipment, and taxes), and the ability to meet the DNR's service specifications. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
The procurement appears to have potential set-aside considerations for targeted groups, including economically disadvantaged, veteran-owned, and potentially Minnesota resident vendors. Successful contractors must provide proof of required insurance coverage and comply with workforce certification, affirmative action, and equal pay requirements. While specific budget ranges are not explicitly stated, the contract involves pricing for 2 cubic yard dumpsters at the State Park and 4 cubic yard dumpsters at the Co-Located Office, with specified monthly rental rates. The solicitation strictly prohibits the use of asbestos-containing materials and requires compliance with hazardous materials regulations. Bidders must submit comprehensive unit prices that encompass all necessary components for project completion, including labor, materials, tools, transportation, equipment, and applicable taxes. The DNR will serve as the final arbiter in determining whether vendors meet the specified requirements, with non-compliant responses subject to rejection.
