About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a broadcast spraying project targeting invasive species in Kanabec and Mille Lacs counties. The solicitation #2025-780 requires a contractor to perform comprehensive vegetation control on approximately 136 acres and 35 miles of forest road right-of-ways, ditches, and shoulders. Specific project locations include Rum River State Forest Spur Roads in Mille Lacs County and various roads in Kanabec County, including Apple Street, Artic Trail, East Line Road, and Chelsey Brook State Forest Road. The primary objective is to prevent invasive species growth and minimize their spread into state forest lands by applying Garlon herbicide in the right-of-way and ditch areas up to the tree line, spanning approximately 20-33 feet from the road center. Contractors must use specific application techniques involving deposition, surfactants, and drift control. The bid is open from March 28, 2025, to April 15, 2025, with a contract performance period from June 1, 2025, to June 30, 2025. Bidders are encouraged to conduct a site visit and must contact project supervisor David Fraundorf to arrange an inspection prior to submission.
The procurement offers potential preferences for diverse businesses, including minority-owned, women-owned, veteran-owned, and disabled-owned enterprises. Specifically, certified veteran-owned small businesses may receive up to a 12% preference in the evaluation process. All bidders must submit responses electronically through the Swift Portal and comply with vendor requirements, such as being a Minnesota resident vendor and providing proof of insurance if awarded the contract. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with the right to award items separately or by total group based on what is most advantageous to the state. While no specific budget range is explicitly stated, the unit price must comprehensively cover all project costs, including labor, materials, transportation, equipment, and applicable taxes. Contractors must also adhere to strict invasive species prevention protocols, which include thoroughly cleaning equipment before arriving at the project site to prevent cross-contamination.
