About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for a well drilling project at Larson Lake Forest Campground near Effie, Minnesota. The procurement involves constructing a new 4-inch diameter water supply well with PVC casing to approximately 100 feet deep, installing a 4-inch stainless steel wire screen, performing well grouting and concrete pad construction, rehabilitating an existing monitor hand pump, and sealing the existing well. A mandatory pre-bid meeting is scheduled for June 17, 2024, at 1:00 PM, with all electronic responses required to be submitted through the Swift Portal by June 24, 2024. The DNR will award the contract to the lowest responsible vendor meeting all specifications and terms, with the project required to be completed by October 21, 2024. Evaluation criteria include compliance with solicitation requirements, unit pricing that includes all associated costs (labor, materials, tools, transportation, equipment, and taxes), and the vendor's ability to meet technical specifications. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the solicitation documents. The contract allows for a veteran-owned small business preference, but no incumbent vendor information is provided. Bidders must be registered with the Minnesota Department of Labor and Industry and prepared to provide required bonding and insurance documentation prior to contract award. While a specific budget range is not disclosed, the unit pricing must comprehensively cover all project costs, including labor, materials, equipment, and taxes. The solicitation indicates the state reserves the right to award items separately, by grouping items, or by total, depending on what is most advantageous. Notably, the Direct Pay Permit 1114 does not apply to this project, and respondents must carefully review all attachments and comply with all event requirements to avoid bid rejection.
