About this opportunity

The Michigan Department of Natural Resources is requesting proposals for grantee recognition signs and logo medallions under RFP No. 260000002397, with proposals due August 5, 2026 at 3:00 p.m. Eastern Time and written questions due by July 29, 2026.

The scope encompasses cast aluminum three-dimensional signs (12" × 18" with dark green backgrounds, stainless steel mounting screws) and logo medallions in three sizes (12", 8", 6") for three grant programs: the Michigan Natural Resources Trust Fund (anticipated 80 signs and 50 medallions per size annually), the Federal Land and Water Conservation Fund (10–15 signs annually), and the Michigan Recreation Passport program (25 signs annually). The contractor must establish and maintain an online ordering platform allowing grantees to select signs, provide delivery addresses, and submit payment via credit card. All orders must be delivered directly to grantees within 45 calendar days of receipt. Product specifications require die approval within 30 days of contract award and compliance with ADA accessibility standards for all digital content. Products must be certified mercury-, brominated-flame-retardant-, and PFAS-free unless justified alternatives are unavailable. The State reserves the right to award to multiple vendors.

The contract term is five years (August 12, 2026 through August 11, 2031) with up to five optional one-year renewals at the State's discretion. Pricing is firm for 365 days with annual adjustments effective July 1st, subject to 30-day mutual review. The contractor must pay for all setup, per-piece production, shipping, handling, and palletizing costs. A dedicated Program Manager must be available during business hours (7:30 a.m. to 4:30 p.m., Monday–Friday), and quarterly reports are due by the first business day of January, April, July, and October. Liquidated damages of $1,000 plus $500 per day apply for late or improper completion. The State pays invoices via Electronic Funds Transfer with net 45-day terms.

Evaluation is on a Pass/Fail basis across five criteria categories; award will be based on best value to the State meeting minimum thresholds. Proposals must include completed Schedule A, Schedule B (pricing in modifiable format), Confidential Treatment Form, and Vendor Questions Worksheet. All proposals are submitted electronically through Michigan SIGMA VSS. Contracts valued at $250,000 or more require State Administrative Board approval. Service-Disabled Veteran-Owned Businesses receive preference consideration where applicable. The State's Contract Administrator is Brooke Jones at Constitution Hall in Lansing; the Solicitation Manager is Brooke Jones at (517) 388-6833 or Jonesb30@michigan.gov.
