The procurement involves acquiring 10 total GNSS receivers across six DNR locations including Grand Rapids, Hibbing, Little Falls, Aitkin, Backus, and Littlefork. Specifically, the equipment includes 6 EOS Arrow 100 GNSS Receivers, 3 EOS Arrow 200 GNSS Receivers, and 1 Arrow Gold+ receiver, all capable of collecting sub-meter and sub-centimeter location data. Potential bidders must submit their responses through the SWIFT Supplier Portal by May 5, 2025, at 2:00 PM Central Time, with questions accepted until May 2, 2025, at 2:00 PM CT. Bidders must provide detailed product documentation, comply with specified equipment requirements, and ensure all items are new and from current manufacturer production.

The solicitation emphasizes diversity and inclusion, offering preference points for Minnesota-based small businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities, with potential preference of up to 12%. Businesses meeting these criteria can receive additional consideration in the evaluation process. The state reserves the right to award the contract to a single or multiple responders based on their established selection criteria. All equipment must meet specific technical specifications outlined in Exhibit C of the contract document, and vendors must be registered in the SWIFT Supplier Portal to participate. While no specific budget range is explicitly stated, the procurement involves multiple GNSS receivers with varying unit prices. Environmental responsibility is also highlighted, with a preference for recycled materials when feasible and when pricing does not exceed non-recycled alternatives by more than 10%. Vendors are prohibited from offering products containing certain substances like triclosan, coal tar, and polybrominated diphenyl ether.
