About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking a contractor to provide lawn mowing services for the Glenwood Area Office located at 23070 N Lakeshore Dr, Glenwood, MN. The solicitation #2025-754 covers lawn maintenance for approximately two acres of a twelve-acre campus from July 1, 2025, through March 31, 2027. Services include mowing maintained grounds when grass exceeds 3" in length, trimming around trees, buildings, fencing, display ponds, and signs, with an estimated 20 service events per season. Each mowing event is expected to take approximately 3 hours and requires a 72-inch deck riding mower, a 20-inch push mower, and a powered string trimmer. The bid is open from March 28, 2025, to April 15, 2025, with all responses required to be submitted electronically through the Swift Portal. Evaluation criteria focus on the lowest responsible vendor meeting all specifications, with DNR serving as the determining factor for specification compliance. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
The procurement opportunity allows for potential preferences for Minnesota resident vendors and veteran-owned small businesses. Bidders must provide proof of insurance and comply with prevailing wage laws. While specific budget ranges are not explicitly stated, the unit price must include all associated costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. No specific set-aside designations for disadvantaged enterprises are prominently mentioned in the documentation. The contract emphasizes pollinator best management practices and invasive species prevention, requiring contractors to avoid damage to structures and plantings and prevent grass clippings from being discharged onto roadways or water features. Successful bidders will be expected to submit monthly invoices detailing services provided, with payment contingent on project site completion and acceptance by the Project Supervisor. The state reserves the right to award items separately or by total, depending on what is most advantageous to the state.
