About this opportunity

The Minnesota Department of Natural Resources (MnDNR) Operations Services Division and Division of Parks and Trails is seeking proposals from consulting engineering firms to provide professional services for the Gitchi Gami State Trail (GGST) Tofte Gap Segment project in Cook County. The procurement involves comprehensive engineering services, including preparation of construction plans and specifications, construction inspection, and contract administration for a 0.3-mile trail segment. The proposed trail will be a non-motorized, paved shared-use path with a 10-foot wide paved surface and 2-foot shoulders, extending from the existing trail terminus at Tofte Homestead Drive to Bayview Drive. The RFP requires respondents to submit a detailed work plan, demonstrate qualifications and experience, and provide a cost proposal. Evaluation criteria include work plan (45%), qualifications and experience (20%), diversity and inclusion efforts (5%), and cost (30%). Proposals are due by 2:00 PM Central Time on August 6, 2024, with an anticipated contract term from September 2024 through June 2026 and potential extensions up to three additional years.

The procurement appears to have provisions for small business and diversity participation, with an additional 12% available for targeted group, economically disadvantaged, or veteran-owned businesses. The State of Minnesota's Small Business Procurement Program may be applicable to this opportunity. While specific budget ranges are not explicitly detailed, the contract will be awarded based on providing the best value to the state. The project requires securing all necessary easements, permits, and rights-of-way before construction, and includes specific requirements for any motorized vehicles used on the trail, such as company identification, use of flashers, speed limitations, and yielding to trail users. Potential respondents should note that all proposals must remain open for acceptance until a contract is executed, the solicitation is canceled, or 180 days after the due date. The project is located in Cook County and is part of a larger vision to extend the Gitchi Gami State Trail from Two Harbors to Grand Marais.
