About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for the Gentilly 27-1 Native Prairie Bank (NPB) Dirt Removal project located in Polk County. The procurement involves the removal, transportation, and offsite disposal of approximately 300-600 cubic yards of soil/dirt from a conservation easement site. Contractors are expected to provide a comprehensive lump sum bid that includes all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes. The project must be completed by June 15, 2024, and interested bidders are encouraged to visit the site prior to submitting a proposal. All responses must be submitted electronically through the SWIFT Supplier Portal by April 16, 2024, with no email or faxed submissions accepted. The DNR will serve as the sole determinant of whether a vendor meets the project specifications. Evaluation will focus on the lowest responsible vendor that complies with all solicitation requirements, and the state reserves the right to award the contract by item, group, or total based on what is most advantageous.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The contract appears to be open to all qualified vendors capable of meeting the technical specifications and project requirements. No incumbent vendors or existing infrastructure integration requirements were identified in the available documentation. While a precise budget range was not specified, the scope suggests a project valued between $10,000 and $50,000, depending on final soil removal volumes and disposal costs. Contractors requiring assistance with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Bids that do not fully comply with the solicitation will be considered nonresponsive and summarily rejected. The DNR maintains full discretion in determining vendor qualifications and contract award.
