The solicitation seeks one Yamaha F-15LEHA 15HP motor, one Yamaha F-9.9SMHB motor, and two Yamaha F-6SMHA motors, with the option for DNR-approved comparable models. All motors must meet 3-star CARB ratings and include standard equipment such as propellers, fuel tanks, and necessary fluids. The procurement requires delivery to the DNR facility in Glenwood, MN by May 1, 2025, with a contract term running from March 15, 2025 through September 30, 2025. Evaluation criteria include preferences for targeted group businesses, with specific point allocations for economically disadvantaged, veteran-owned, and DEED/DHS providers.

The solicitation encourages participation from small businesses, with specific preferences for Minnesota-based minority-owned, women-owned, disability-owned, and veteran-owned businesses. Bidders must be registered in the SWIFT system and complete multi-factor authentication to submit responses. The state offers a veteran-owned business preference of up to 12% for certified small businesses that are majority owned and operated by veterans, with the preference applying to the first $2 million of the bid. While no specific budget range is explicitly stated, the procurement involves four outboard motors with varying horsepower specifications. Contractors must provide a minimum one-year warranty, with warranty work to be completed within 14 calendar days. No sales tax will be applied, as state agencies hold Direct Payment Authorization Letters, and all pricing must be submitted in U.S. currency, FOB Destination with freight included. The state reserves the right to use any resulting contract and will evaluate bids based on the specified preferences and compliance with the detailed requirements outlined in the solicitation documents.
