About this opportunity
The Michigan Department of Natural Resources Law Enforcement Division is issuing a Request for Proposal to procure custom hunter education safety survival bandanas. The deliverables consist of blaze orange, 100% cotton bandanas measuring a minimum of 20.5" x 20.5" with a minimum 120 thread count that are machine washable and screen-printed with Michigan hunter safety information, graphics, and a continuous border containing safety messaging and DNR contact information. The estimated minimum order is 25,000 bandanas with delivery required within 120 calendar days of order receipt, FOB Destination in Lansing, Michigan during business hours (Monday through Friday, 8:00 a.m. to 4:30 p.m.). The contract will be a three-year term effective June 1, 2025, through May 31, 2028, with the option to renew for up to two additional one-year periods at the State's sole discretion. Critical deadlines include a bidder question deadline of May 16, 2025, a sample mail delivery deadline of May 20, 2025, and a proposal deadline of 3:00 p.m. EST on May 23, 2025. Evaluation will occur on a two-stage basis: proposals will first be evaluated for technical compliance (vendor questions worksheet and statement of work responses on a pass/fail basis), followed by pricing evaluation for responsive and responsible bidders. Pricing must be firm for a 365-day period and include all costs such as setup charges, art charges, shipping, handling, and per-piece pricing.
Bidders must be registered in Michigan's SIGMA VSS system and EFT-compliant for payment processing to be eligible for award. Qualified Disabled Veteran/Service-Disabled Veteran-Owned Business (SDVOB) status will be considered in the award decision as a preference factor. The RFP specifies liquidated damages of $1,000 plus an additional $100 per day for late or improper completion, and the State requires comprehensive insurance coverage, indemnification obligations, and confidentiality provisions. Bidders must comply with applicable federal and state laws including prevailing wage requirements where applicable. No specific budget range or award value is disclosed in the RFP; however, the anticipated contract value can be estimated based on the minimum order of 25,000 bandanas, though the actual award value will depend on the vendor's proposed per-piece pricing and any additional charges for setup, art, and fulfillment.
