About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a two-year garbage service contract for Cascade River State Park, covering the period from September 1, 2024 to August 31, 2026. The procurement requires a contractor to provide and service five 4-cubic-yard garbage dumpsters/containers on a weekly basis from mid-May to mid-October, with on-call service from mid-October to mid-May. Bidders must submit responses electronically through the Swift Portal by August 28, 2024, with no email or fax submissions accepted. Key deliverables include consistent waste management services, proper transportation and disposal of solid waste in compliance with state and local regulations, and maintaining the cleanliness of the park's waste collection areas. The evaluation criteria focus on selecting the lowest responsible vendor meeting all specifications and contract terms, with the DNR retaining the right to award items separately or by total bid. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, though vendors claiming Resident Vendor or Veteran-Owned Small Business status must provide appropriate documentation. Bidders must possess a valid Solid Waste Hauler License from the appropriate county and comply with specified insurance requirements. The unit pricing must include all associated costs, including labor, materials, tools, transportation, equipment, sales tax, and use tax. While a specific budget range is not detailed, the contract allows the state to adjust the number of dumpsters or collection frequency as needed. Prompt pay discounts may be offered by vendors, and the state reserves the right to make awards that are most advantageous to the government. The procurement is specifically localized to Cook County, Minnesota, and focuses on maintaining waste management services at Cascade River State Park during peak and off-peak seasons.
