About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a waterline installation project at Big Stone Lake State Park in Big Stone County. The procurement involves constructing approximately 500 feet of new waterline and associated fixtures, which includes removing existing infrastructure and installing a new 1.5" HDPE waterline along the same route as the previous line. Key deliverables include installing ADA-compliant drinking water spigots with backflow preventers and a tracer wire. All responses must be submitted electronically through the SWIFT portal by May 9, 2024, at 2:00 pm CT, with the entire project required to be completed by August 31, 2024. Evaluation criteria will focus on selecting the lowest responsible vendor that meets all project specifications and terms and conditions. Contractors must be registered with the Minnesota Department of Labor and Industry prior to receiving a contract award, and the unit price must comprehensively include all costs such as labor, materials, tools, transportation, equipment, and applicable taxes.

The solicitation indicates a 12% contract preference will be given to certified small businesses that are majority owned and operated by veterans, provided they submit proper documentation. No specific incumbent vendor information was disclosed, and there are no explicit set-aside designations beyond the veteran-owned business preference. Contractors must comply with Minnesota statutory requirements for resident businesses and are prohibited from using subcontractors without prior approval. While no specific budget range was detailed, the project involves infrastructure improvement at a state park with funds coming from state government sources. Potential bidders needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and the state reserves the right to award the contract in the manner most advantageous to the state, which may include awarding items separately or by grouping.
