About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a two-season contract to provide portable restroom rental, placement, and service at seven public water access sites in Aitkin County for 2024 and 2025. The procurement requires contractors to deliver and set up portable units by the Friday before Memorial Day 2024 and the Friday before the walleye fishing season opener in May 2025, with weekly monitoring and servicing requirements, including holiday periods. Contractors must ensure units meet specific aesthetic, condition, and ADA accessibility standards, and are responsible for preventing invasive species spread and addressing any vandalism. Key deliverables include maintaining clean, functional portable restrooms, providing weekly servicing, and removing units within seven days after September 30th each year. The bid evaluation will focus on selecting the lowest responsible vendor meeting all specified requirements, with the DNR reserving the right to adjust unit numbers, types, and locations as needed. The solicitation requires electronic submission through the SWIFT Portal by May 22, 2024, with no email or fax submissions accepted, and contractors needing assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.

No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the procurement documents. The contract requires vendors to include all costs in their unit pricing, including labor, materials, tools, transportation, equipment, and taxes, with a Direct Pay Permit 1114 explicitly noted as not applicable. While no incumbent vendor is identified, the contract specifies that vendors must be registered as either a bidder or supplier to participate and must comply with all state laws and regulations, including those related to hazardous substances, mercury, and pollinator protection. The DNR will not pay sales or use tax, and payment will be made based on completion of services at each site. Though specific budget ranges are not provided, the contract covers portable restroom services across seven public water access sites for two consecutive seasons, suggesting a comprehensive service requirement with potential for meaningful financial engagement for the selected contractor.
