About this opportunity

The Michigan Department of Natural Resources (DNR) is procuring a factory remanufactured or factory overhauled Lycoming IO-540-AB1A5 aircraft engine for a 2000 Cessna 182S (N357ME) located at the Roscommon Forest Fire Experiment Station through Request for Proposal No. 240000001379. The engine will replace the aircraft's existing engine that is approaching its Time Between Overhaul (TBO) limit, thereby maintaining operational capability for fire surveillance and related missions. Bidders must submit separate pricing for both remanufactured and overhauled engine options, with all prices inclusive of shipping, delivery, handling, and any setup charges. The deliverable must be completed within 120 calendar days of order, delivered between 8:00 a.m. and 3:00 p.m. on weekdays, and include acceptance of the core engine (IO-540-AB1A5, S/N RL-1481-48E with approximately 2,200 total hours) for return. Qualified contractors must demonstrate comprehensive warranty coverage, quality assurance programs, recall procedures, and compliance with facility security requirements including background checks. Evaluation of proposals will be conducted on a pass/fail basis across nine criteria encompassing general requirements, service capabilities, staffing qualifications, delivery performance, inspection and acceptance procedures, invoice and payment processing, and compliance with additional specifications outlined in Schedule A. The proposal deadline is 9:30 a.m. Eastern on Friday, March 8, 2024, with questions due by 3:00 p.m. Eastern on Wednesday, February 28, 2024, and answers posted by 5:00 p.m. Eastern on Friday, March 1, 2024. The anticipated contract begin date is Wednesday, March 13, 2024.

The State of Michigan considers qualified disabled veterans/service-disabled veteran-owned businesses (QDV/SDVOB) under MCL 18.1261(8) and may evaluate overall economic impact factors including principal place of performance, Michigan employment, capital investments, and economically disadvantaged business status during the award decision process. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats with individual document file sizes limited to 6 MB, and all proposals become public record immediately upon receipt unless a Confidential Treatment Form is submitted with a redacted public copy. Contractors must comply with Michigan tax requirements, labor laws, antidiscrimination laws, environmental laws, and certifications regarding Iran-Linked Business status and Clean Corporate Citizen designation. The State reserves the right to conduct on-site facility visits, oral presentations, interviews, reference checks, and background checks at any point during evaluation, and the award will be made to the responsive and responsible bidder with a passing grade on all criteria and the lowest price. Contracts equal to or greater than $250,000 require State Administrative Board approval. Payment will be processed via Electronic Funds Transfer (EFT) through the SIGMA VSS registration system, with all undisputed amounts due within 45 calendar days of the later of invoice receipt or final acceptance of deliverables. No specific budget range or award value is listed in the solicitation documents.
