About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for an aerial herbicide spraying site preparation and release program across multiple counties. The procurement specifically involves helicopter application of herbicides on approximately 21 sites totaling 429 acres in Aitkin, Cass, Crow Wing, Lake, Pine, and St. Louis Counties. Contractors must submit electronic responses through the Swift Portal by June 13, 2024, with no email or fax submissions accepted. The primary deliverable is the precise aerial application of herbicides on designated state lands, with the DNR providing the herbicides, surfactants, and conditioners while the contractor manages transportation and application. Evaluation criteria include compliance with technical specifications, with the contract to be awarded to the lowest responsible vendor meeting all requirements. The contract term extends until September 15, 2024, with work scheduling dependent on vegetation development and weather conditions. Key contractor qualifications include the ability to follow strict protocols preventing invasive species spread and adhering to all specified application guidelines.
The procurement does not appear to have specific set-aside designations for disadvantaged enterprises, though the solicitation notes that eligible veteran-owned small businesses may receive a preference on the first $2 million of their bid. Minnesota resident vendors can claim resident status if they meet statutory requirements. While no incumbent vendors are explicitly mentioned, the contract allows for potential award flexibility, with the state reserving the right to award items separately, by grouping, or in total based on what is most advantageous. The unit price must comprehensively cover all costs including labor, materials, tools, transportation, equipment, sales tax, and use tax. Although a specific budget range is not provided, the project involves 429 acres of aerial herbicide application, which suggests a substantial but not unlimited contract value. Contractors needing assistance with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, to ensure proper bid preparation and submission.
