About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking to procure one 90HP Mercury Command Thrust or DNR-approved comparable outboard motor to be installed on a 2019 Clark Boat, with installation required no later than June 30, 2025. The motor will be utilized for long-term monitoring activities on Lake Pepin and the Minnesota/Wisconsin border waters of the Mississippi River, specifically supporting invasive carp detection and capture efforts, as well as conducting standard electrofishing surveys in the Lake City Fisheries Area. Potential bidders must be located within 60 miles of 1801 S Oak Street, Lake City, MN 55041, and must provide the exact motor listed in Exhibit C of the contract document. The solicitation is a formal Request for Bid (RFB) with responses required through the SWIFT Supplier Portal by May 1, 2025, at 2:00 PM CT. Bidders must submit any questions in writing to sheri.karpenko@state.mn.us no later than April 29, 2025, at 2:00 PM CT, with responses to be addressed via an addendum. The motor specifications include requirements for the newest model year, a 25" shaft length, remote steering, electric start, power tilt, and a 3-star CARB rating.

The procurement opportunity includes diversity and inclusion considerations, with preferences for Minnesota-based small businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. Bidders must complete diversity questionnaires addressing business ownership status, including whether the business is based in Minnesota and falls under specific ownership categories. The solicitation allows for potential vendor preference of up to 12% for veteran-owned businesses. Vendors must be registered in the SWIFT system and provide comprehensive documentation, including proof of authorized dealer status, warranty information, and equipment training capabilities. While no specific budget range is explicitly stated, the contract requires the vendor to provide complete installation services, remove the existing motor, prepare components for storage, and ensure the new motor is fully operational. Potential bidders must submit pricing through the SWIFT Line Items and comply with all state procurement requirements, including non-collusion certification and organizational conflict of interest disclosures.
