About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) procurement for Dynamic Message Sign (DMS) signs, replacement parts, technical support, and warranty services. The solicitation (SFS605SL23001859) identifies SES America, Inc. as the sole provider of these goods and services for the St. Louis District's Intelligent Transportation System (ITS). MoDOT currently owns 7 SES America Color DMS boards and requires parts, repairs, and technical support for their estimated 15-year operational lifespan. The procurement seeks to establish a contract from February 23, 2023, to February 22, 2024, with SES America, Inc. being the only vendor capable of providing compatible equipment and maintaining warranty validity for the existing Advanced Transportation Management System (ATMS) software. Evaluation criteria will focus on pricing, vendor responsibility, and compliance with mandatory requirements, with MoDOT reserving the right to reject any and all bids.

The solicitation encourages minority business enterprise (MBE) participation of 10% and women business enterprise (WBE) participation of 5%, though these are not mandatory set-aside requirements. Vendors can demonstrate this participation through subcontractors, suppliers, joint ventures, or other meaningful arrangements. The existing infrastructure consists of 7 SES America Color DMS boards integrated with the ATMS software, which requires proprietary parts and services to maintain system synchronization and functionality. While no specific contract value is provided, the procurement covers future parts and repairs for the boards over their 15-year lifecycle. The solicitation follows Missouri's regulatory framework for single feasible source procurements, specifically adhering to Missouri Code of State Regulation 7 CSR 10-11.020, and includes standard state contracting terms such as net 30-day payment terms and free on board destination delivery.
