About this opportunity

Palm Beach County Department of Airports is requesting sealed bids for expansion of the existing airfield electrical vault at President Donald J. Trump International Airport (Project PB 26-12), with bids due October 13, 2026 at 2:00 p.m. local time. This is a federal-aid airport project subject to Davis-Bacon prevailing wage requirements and mandatory federal compliance including the Build America, Buy America Act, FAA civil rights provisions, and DBE requirements under 49 CFR Part 26, though no specific DBE participation goal has been established.

The scope encompasses approximately 2,500 square feet of vault expansion, interior renovation of existing structure, roof replacement, HVAC and fire protection system modifications, relocation of existing regulators and ALCMS control system, fiber optic and power/communications wiring, and replacement of the standby emergency power generator as an additive alternate. Work includes precast concrete slabs (1,800 sf), cast-in-place concrete (70 cy), reinforced unit masonry (5,200 sf), roofing, electrical equipment and switchboard replacement, HVAC equipment and controls, plumbing, and site improvements. The base bid includes 53 line items with owner-priced items for Miscellaneous Investigation and Repairs ($95,000) and Modification of Existing Airfield Lighting Control and Monitoring System ($240,000); contractors must price remaining items.

The contract term is 290 calendar days divided into mobilization/procurement (140 days), construction to substantial completion (120 days), and final acceptance (30 days), with liquidated damages of $500 per calendar day for phase delays. The prime contractor must perform a minimum of 25% of work with direct-hire forces. Davis-Bacon wage rates apply (General Decision FL20260220, effective 05/18/2026). Bid security of 5% is required as certified check, cashier's check, money order, or bid bond. All contractor personnel accessing the Airport Operations Area must obtain photo identification badges at contractor expense, and flaggers require Movement Area Drivers Training. Questions are due October 7, 2026; the final addendum will issue by October 9, 2026. The pre-bid conference was held September 23, 2026.
