About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is soliciting quotations for dive equipment to establish a Master Agreement contract with the Department of Transportation, with quotations due August 21, 2019 at 4:00 p.m. Eastern Standard Time. A geographic restriction — vendor location must be within 100 miles of Augusta, Maine — filters eligible bidders due to the State's need for emergency response capability.

The scope covers Viking HD dry suits in all sizes, dry suit gloves and liners, cuff rings, O-rings and replaceable parts, fins with large foot pockets and fin straps, weight belts with soft and hard weights (3 to 8 pounds), integrated weight inserts, ankle weights, buoyancy compensators, dive computers comparable to Gekkos, AGA hoses, BC hoses, dry suit hoses, HP hoses, octopuses, OTS Aqua Comms communication systems comparable to 2010 versions or later, Aqua Comms base stations, dive flags in all sizes, and dive flag floats. Bidders must submit product data sheets in PDF format and warranty information alongside cost responses.

The State anticipates awarding one Master Agreement contract, though reserves the right to make multiple awards if in its best interest. The initial contract term runs September 13, 2019 through September 30, 2020, with two optional one-year renewal periods extending through September 30, 2022. Pricing must be quoted on an FOB-Destination basis including all shipping charges, with net 30 payment terms anticipated. All bid prices must remain valid and binding for 180 days from bid opening. Evaluation will be conducted on a best value basis, considering product conformity, delivery timelines, and price, with award made to the lowest conforming bidder. Questions must be submitted through the State of Maine's AdvantageME Vendor Self Service system no later than 48 hours before closure. Submission of the Municipality Political Subdivision and School District Participation Certification is encouraged but not required.
