About this opportunity
The South Dakota Department of Human Services (DHS), Division of Long Term Services & Supports (LTSS), is seeking a professional agency to develop the 2025-2029 State Plan on Aging through a competitive Request for Proposal (RFP #24RFP9821). The procurement specifically targets an experienced partner to conduct comprehensive research, complete a detailed needs assessment, and produce the state's strategic aging services document. Key deliverables include organizing stakeholder engagement, performing market analysis, and writing a comprehensive State Plan that addresses programs funded through the Older Americans Act. The RFP requires offerors to submit a separate, itemized cost proposal and demonstrate capability to conduct both virtual and potentially on-site research in South Dakota. Proposal submissions are due by March 14, 2024, at 5:00 pm CST, with potential questions about the RFP accepted until February 8, 2024, at 5:00 pm CST. Questions must be emailed to Katelyn Szuggar at Katelyn.Szuggar@state.sd.us with a specific subject line referencing the RFP number.
The contract will have an initial one-year term with an option to renew for an additional year, targeting agencies with expertise in aging services research and strategic planning. While no specific set-aside designations were mentioned, the RFP indicates that no state legislators or businesses with legislative ownership may be directly involved in the contract. No incumbent vendor was identified, and there are no explicit restrictions on enterprise types beyond the legislative ownership prohibition. The procurement does not specify a fixed budget, instead requesting competitive cost proposals and indicating that DHS will use existing budget allocations. The agency anticipates providing additional data sources to the selected offeror to support the needs assessment and market analysis. DHS reserves the right to negotiate scope and compensation with the highest-ranked proposer, suggesting flexibility in the final contract structure and potential value.
