About this opportunity

Austin Community College District (ACC) is requesting proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide district-wide commercial water delivery systems repair services and parts, with proposals due February 9, 2026 at 12:00 p.m. CST. Small Local Business Enterprise (SLBE) participation is strongly encouraged with an internal goal of 30 percent or greater.

The scope spans diagnostic evaluation, repair, and parts supply for failed motors, pumps, controls, metering, and associated equipment across ACC's 11 campuses, 2 centers, and service facilities. Specific work includes pump and motor repair and replacement; controls and system integration (variable frequency drives, motor control centers, programmable logic controllers); submeter restoration and building automation integration; and water line reconfiguration and pump isolation. Respondents must hold state licensing and OSHA certifications (OSHA 10 for laborers, OSHA 30 for supervisory staff) and maintain general liability insurance of $2 million aggregate, workers' compensation, and professional liability of $1 million. All work must comply with AWWA, NEMA, IEEE, NFPA, and City of Austin standards.

ACC intends to award one or more contracts based on best value evaluation criteria: service quality and reliability (25 percent), demonstrated past performance and qualifications (25 percent), proposed rates and cost (25 percent), warranty and maintenance agreement capabilities (15 percent), and response completeness and quality (10 percent). Pricing must be submitted on an Excel version of Exhibit F and must remain firm for at least two years from contract award. All costs—labor rates, diagnostic fees, materials markup, warranty, training, delivery, and installation—must be included in the proposal.

The optional solicitation conference is January 27, 2026 at 1:30 p.m. CST via Zoom. Questions are due January 28, 2026 at 1:30 p.m. CST. Board of Trustees approval is anticipated for April 6, 2026, with contract award on April 23, 2026 and contract start on May 1, 2026. A standard one-year manufacturer and workmanship warranty applies from installation and acceptance.
