About this opportunity

The Florida Department of Transportation (FDOT) is soliciting bids for District Two Bridge Tending Services in Duval County, specifically for operating two drawbridges: the Ortega River Bridge and Main Street Bridge. The contract will cover a 36-month initial term from May 10, 2025, through May 9, 2028, with an option to renew for an additional three years. The procurement requires qualified contractors to provide trained bridge tenders, with specific staffing requirements of three bridge tenders per shift for the Main Street Bridge and one bridge tender per shift for the Ortega River Bridge. Technical questions were due by March 21, 2025, with sealed bids required to be submitted by March 31, 2025, at 2:00 PM local time. The contract will be awarded to the lowest responsive and responsible bidder, with vendors required to have bridge tenders meeting detailed qualifications including physical requirements, specific training, and certification processes. Bidders must be prepared to operate drawbridges, manage bridge operations, and comply with all specified operational standards and safety protocols.

The procurement includes several set-aside and compliance requirements, notably Disadvantaged Business Enterprise (DBE) participation goals and strict adherence to civil rights regulations. Vendors must be registered in the MyFloridaMarketPlace system and maintain a drug-free workplace, with mandatory use of E-Verify for employment eligibility verification. The contract includes compensation provisions based on monthly rates for bridge tenders, with requirements for minimum wage, benefits, and annual wage increases. Contractors must provide uniforms, safety equipment, and communication devices. Notably, the procurement emphasizes compliance with numerous non-discrimination statutes, including Title VI of the Civil Rights Act, the Americans with Disabilities Act, and various federal and state regulations prohibiting discrimination based on race, color, national origin, sex, disability, and age. While a specific contract value was not explicitly stated, the comprehensive requirements and multi-year term suggest a significant financial commitment for the selected vendor.
