All bidders must be prequalified by SCDOT prior to bid submission — a mandatory eligibility gate. The contract carries a 0.00 percent Disadvantaged Business Enterprise (DBE) goal.

Work consists of traffic signal equipment installation and upgrade at multiple District 7 locations, including mobilization and traffic control; installation of 12-inch 4-section signal heads (9 units) and 3-section signal heads (13 units); furnishing and installing copper wire conductors (2,585 linear feet); mounting assemblies for flat sheet signs (13 units); flat sheet signs (97.5 square feet); backplates with retroreflective borders for traffic signals (42 units); removal and salvage of existing signal equipment; and temporary adjustment of traffic signal equipment (8 units). Project completion is May 31, 2027.

The contract is federally funded under Title 23, United States Code, and is subject to Davis-Bacon Act minimum wage requirements, the Work Hours and Safety Act, and Title VI Civil Rights Act provisions. A bid bond in the amount of 5 percent of the approximate bid amount, written by an acceptable surety and submitted electronically through the BidX Bid Form, is required.

Proposal bid forms and construction standards are available on the Bid Express website (www.bidx.com) beginning August 9, 2026. Hardcopy plans and proposals are available through Engineering Publications in room G23 at SCDOT Headquarters for $15 per proposal and $2 per sheet for plans. Bid totals will be posted on the SCDOT website, Bid Express, and the Construction Extranet immediately after opening.
