About this opportunity
The Nebraska Department of Transportation is requesting bids on a Dynamic Message Sign retrofit project in District 6 covering Dawson, Keith, Lincoln, and Deuel Counties under Project No. ITS-NH-D6(110), with bids due August 27, 2026 at 1:30 PM. Bidders must be prequalified for Classes 8B (Electrical) and 10 (General) work — the primary eligibility filter.
The scope involves removing existing amber-only or limited-pixel display matrices from Dynamic Message Signs and installing modern full-color LED display matrices into existing sign housings across the four counties. Work includes reusing existing steel structures, support trusses, and concrete foundations; rewiring and upgrading localized electronic controllers and communication cables; and integrating new color signs with the NDOT Traffic Management Center. The contract is a federal-aid project subject to Davis-Bacon wage requirements and Buy America compliance. Environmental commitments include restrictions on staging areas near wetlands and sensitive habitat, mandatory pre-construction Bald and Golden Eagle nesting surveys depending on construction timing, and compliance with threatened and endangered species protection protocols and Platte River depletion protocols.
The contract time is 25 working days with a tentative start date of January 4, 2027. Lane closures must not exceed 30 working days; nighttime work is not authorized. The contractor must coordinate with three related projects (NH-80-4(160), NH-80-3(156), and ITS-MISC-80-4(1042)) and maintain utility coordination with the City of North Platte, Dawson Public Power District, Lumen, and Nebraska Public Power District with no anticipated conflicts. No DBE goal is established. Standard specifications require general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. Liquidated damages are assessed at $1,300 per working day for contract amounts between $0 and $1,000,000. Electronic bid submissions are accepted via www.bidx.com, with bid opening via an online meeting platform (access information provided on the BidX Letting webpage at least two days prior).
