About this opportunity

The Commonwealth of Kentucky, Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for District 5 Highway Sweeping services covering Bullitt, Jefferson, and Shelby Counties, with this being a rebid of the original solicitation. The procurement seeks a master agreement contract for multiple cycles of highway sweeping operations on various interstate and state highway routes, with work measured in lane miles. Line Item 1 encompasses Highway Sweeping with Operator for District 5 at 1,755.02400 miles, and Line Item 2 covers Highway Sweeping with Operator for the LSIORB area at 82.82400 miles, totaling approximately 1,837.848 miles of work across multiple sweeping cycles. The scope includes sweeping services on I-65, I-64, I-71, I-264, I-265, and KY 841, with work encompassing curblines, bridge and barrier wall sweeping, and overhead bridge sweeping. Required qualifications include a truck-mounted mobile vacuum sweeper with a minimum 4-cubic-yard hopper, dust suppression system, and curb and rear broom capacity, with units no older than 5 years; an escort vehicle equipped with a 62 mph impact attenuator and arrow board; traffic control devices and operators; general liability insurance of $1,000,000 per occurrence; and Kentucky workers' compensation insurance. The contract requires completion of a full sweeping cycle within 21 calendar days maximum, with designated partial cycles completed within 5 calendar days, and most segments requiring 3, 6, or 12 complete cycles annually. Electronic responses must be submitted through the Kentucky Vendor Self Service website (https://vss.ky.gov) by February 14, 2024, at 1:30 PM Eastern Time, with a public bid reading via telephone conference scheduled for 3:00 PM Eastern Time on the same date. The initial contract period begins upon award and expires January 1, 2025, with four optional one-year renewal periods available. Site visits may be scheduled by contacting Andrew Mitchell, District Five Representative, at 502-210-5400 or Andrew.Mitchell@ky.gov, with a tentative award date of March 1, 2024. Pricing will be evaluated on a best value basis using a ranking approach, with price receiving 95 points and response time receiving 5 points out of 100 total points.

Kentucky resident bidder preference applies to this solicitation, and preferences for qualified bidders as defined in KRS 45A.465 and 45A.470 are available to eligible contractors. All bidders must complete and submit the Required Affidavit for Bidders, Offerors and Contractors pursuant to KRS 45A.110 and 45A.115, executed by an authorized representative, notarized, and attesting that the contractor has not knowingly violated Kentucky campaign finance laws. Price increases are not permitted during the first twelve months of the contract; only one price increase is allowed during the initial contract period and must be based on industry-wide price changes with written justification provided at least thirty days in advance. No incumbent contractor information or award value range has been identified in the available solicitation documents. Bidders should note that the lowest-priced bid receives the maximum score, with subsequent bids scored proportionally, and response time must be clearly specified and evaluated similarly. Vendors responding to this opportunity must review all solicitation details and attachments available through the Kentucky Vendor Self Service application and comply with all submission requirements outlined in the Commonwealth's online response procedures.
