About this opportunity

The South Carolina Department of Transportation is requesting electronic bids for District 4 FYA Signal Upgrades, a federally funded highway construction project in Greenville County, with bids due September 9, 2026 at 2:00 p.m. Only contractors holding a current SCDOT prequalification certificate are eligible to submit bids.

The scope encompasses traffic signal upgrades including installation of 157.5 square feet of flat sheet signs, 21 mounting assemblies, 4,985 linear feet of copper wire, 12-inch signal heads in 4-section (17 units) and 3-section (22 units) configurations, 56 retroreflective backplates, removal and salvage of existing traffic signal equipment, and temporary adjustment of traffic signal equipment (13 units). The work also includes mobilization, bonds and insurance, and traffic control. Project completion is scheduled for June 30, 2027.

The DBE participation goal is 0.00 percent. Contractors must submit a bid bond equal to 5 percent of the approximate bid amount through the BidX electronic form using approved surety providers. The project is subject to Davis-Bacon wage requirements, Title VI Civil Rights Act compliance, the Work Hours and Safety Act of 1962, and equal employment opportunity regulations.

Proposal bid forms, construction standards, plans, and project documents are available through the Bid Express website (www.bidx.com) and the SCDOT Construction Extranet beginning August 9, 2026. Hard copies of plans and proposals may be obtained from Engineering Publications in room G23 at SCDOT Headquarters for a nominal fee. Electronic bids will be opened publicly at SCDOT Headquarters, 955 Park Street, Columbia, South Carolina. Contractors must access the Construction Extranet Discussion Board to coordinate with prime and subcontractors and may verify their Contractor Performance Score by contacting SCDOT Construction Data Support at (803) 737-2031. The Contract Administrator may declare bids irregular for incomplete or improperly formatted schedules of prices, DBE information, proposal forms, or bid bond documentation.
