About this opportunity

The Nebraska Department of Transportation is requesting bids for removal and replacement of Dynamic Message Sign structures at 11 roadside locations across Douglas and Sarpy Counties in the Omaha metro area under Project No. ITS-NH-D2(117), with bids due August 27, 2026 at 1:30 PM. Prequalification is required for Classes 8B (Electrical) and 10 (General) work — a mandatory eligibility filter.

The scope includes removing aging DMS structures and installing replacements at 11 sites, with coordination of utility relocations and clearances from Omaha Public Power District, Metropolitan Utilities District, and local city infrastructure authorities. The contractor must coordinate construction activities with three concurrent or recently let projects in the area. Peak operating hours are 6:00 AM to 9:00 PM daily; lane closures are permitted only during non-peak hours and subject to penalties of $500 per hour per lane per direction for failure to reopen lanes as directed. Environmental compliance includes conservation measures for sensitive areas, threatened and endangered species protections, and stormwater and erosion control under Nebraska State Title 119. The contractor must obtain all necessary environmental clearances and permits for borrow sites and waste disposal, comply with Omaha Lead Site requirements including dust suppression and worker protection, and track disposal of excavated material. All newly hired employees must be registered with and verified through E-Verify.

The contract duration is 130 working days with a tentative start date of April 5, 2027. The project is federally funded and subject to Buy America requirements and Davis-Bacon wage determinations. No DBE goal is specified. Bids must be submitted by mail to the NDOT Contract Lettings Section or electronically through the BidX website. Bid opening totals will be announced via the Department's designated online meeting platform immediately following the letting.
