About this opportunity
The Kentucky Transportation Cabinet's Division of Purchases, on behalf of the Division of Maintenance, is soliciting online bids for a one-time purchase of 8,000 tons of sodium chloride road salt for District 1, with bids due November 3, 2026 at 1:30 p.m. Eastern Time. Solicitation Modification Version 2 moved the bid deadline from October 30, 2026 to November 3, 2026. The October 23 question deadline and October 26 response posting have passed.
Reciprocal preference for Kentucky resident bidders and preferences for qualified bidders apply per KRS 45A.494 and 200 KAR 5:410. Vendors must be registered in the Kentucky Vendor Self Service System and submit affidavits covering resident bidder status, qualified bidder status (if applicable), campaign finance law compliance, and artificial intelligence usage disclosures.
The product is Sodium Chloride Type 1, Grade 1, meeting KYTC Standard Specifications for Road and Bridge Construction (2019 Edition, Section 825), with specified gradation, moisture content not exceeding 2.0 percent, and anti-caking treatment. Bidders may price delivery to the Marshall County Regional Salt Facility in Calvert City, Kentucky, at the I-24 and I-69 interchange near Exit 25, or pickup from a terminal in Metropolis, Illinois. Vendors are encouraged, but not required, to submit both options. Required insurance includes Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate) and Automobile Liability ($1,000,000 combined single limit).
Pricing must be F.O.B. to the designated delivery point, with all transportation costs included in the unit price per ton. No bonding or financial-capacity requirement applies. Invoices may be submitted upon receipt of the full 8,000 tons and are paid within 30 working days of a corrected invoice; partial payments are not permitted. All 8,000 tons must be delivered by December 31, 2026, with a penalty of 1 percent per business day for late completion. The contract is one-time, with no renewal options. Bids must remain valid for 90 calendar days after the closing date.
A single award will go to the lowest evaluated price, scored at 100 points, with other bidders scored proportionally. The tentative award date is November 6, 2026. Questions regarding the solicitation may be directed to Dustin Turner, KYTC District 1, at (270) 898-2431.
