About this opportunity
The State of California Military Department is seeking a contractor to provide Distributed Learning Services across multiple locations throughout California from January 1, 2026, through December 31, 2026. This Invitation for Bid (IFB) requires a contractor to furnish labor, equipment, materials, and technical support for fourteen classroom sites in Southern, Central, and Northern California regions. The contractor must provide a minimum of three employees with specific qualifications, including a Department of Defense secret clearance, CompTIA Security+ certification, five years of IT experience (three in a lead capacity), and a bachelor's degree in an IT-related field. Key service requirements include hardware and software maintenance, asset auditing, user training, troubleshooting, and classroom operability inspections. Contractors must submit a single lump-sum bid with travel expenses not exceeding $18,000 annually, with on-site attendance required a minimum of three days per week at eight hours daily. The bid submission deadline is December 9, 2025, at 2:00 PM, with questions accepted until December 2, 2025, at 2:00 PM. All questions must be directed to Christopher Russell at Bids@cmd.ca.gov.
The solicitation includes potential small business and Disabled Veteran Business Enterprise (DVBE) participation, though the DVBE participation requirement has been waived for this contract. Insurance requirements are substantial, including $1,000,000 commercial general liability per occurrence, $2,000,000 aggregate liability, $1,000,000 automobile liability, and statutory workers' compensation. Contract personnel must comply with federal and state security protocols, including acquiring CAC and ASCL tokens within fourteen days of contract award. The contract will be awarded to the lowest responsive bid from a qualified, responsible bidder, with considerations for small business and DVBE preferences. Specific jurisdictions include Lake Riverside CDP, Marin City CDP, Twin Lakes CDP, Hidden Valley Lake CDP, and Yosemite Lakes CDP. While a specific budget is not explicitly stated, the contract includes provisions for up to $18,000 in annual travel expenses, suggesting a potentially significant total contract value. Contract funding remains contingent on state budget appropriations for each fiscal year.
