About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids on distance measuring instruments and related equipment for the Department of Highways under RFB 605 2700000064, with bids due September 1, 2026 at 1:30 p.m. Eastern Time. Kentucky resident bidders and qualified nonprofit organizations serving individuals with severe disabilities receive statutory preferences.

The scope comprises five NITESTAR NS-60 Distance Measuring Instruments (or approved equivalents), two SS-10 Electronic Sensors, three 4085 Wiring Harnesses, three 1082-F Proximity Sensors, four 1030 Installation Kits, four TCI-200 Adapters, fifteen DOT Z1 Pro Dual Mode GPS units with software and accessories, ten DOT Z1 Antennas, and five DOT Z1 Suction Mounting Brackets. The master agreement will serve Division of Highways Districts 1–12 and the Division of Equipment.

Award will be based on best value, with price weighted at 95 points and delivery time at 5 points; the lowest bidder receives maximum price points, with others scored proportionally. Delivery time must be specified in calendar days. Prices are quoted F.O.B. Destination Freight Prepaid and Allowed; vendors bear all shipment costs and freight liability. Prices are firm for the initial twelve months; price increases are not permitted during this period but may be requested thereafter with industry-wide justification and thirty days' notice. Price decreases must be reflected immediately.

The master agreement is effective from award through August 31, 2027, with four optional one-year renewal periods subject to written approval by both vendor and the Division of Purchases. Award is anticipated September 4, 2026. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance of $1 million per occurrence if providing delivery services. Bidders must register in the Commonwealth's Vendor Self Service system at least 24–48 hours before submission.
